第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會(hui)第(di)一次(ci)會(hui)議(yi),共收到提案表126份(fen),經提案委員會(hui)專題會(hui)議(yi)審議(yi)后,歸類整(zheng)理出64件提案、31個意(yi)見和建議(yi)、5個不立案議(yi)題。

  具(ju)體(ti)情況如下:(一)對(dui)符合(he)黨(dang)和國家政策法規,學校有(you)(you)條件辦理,又確實需要(yao)辦理的(de)(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)委(wei)員(yuan)會將80個(ge)議(yi)題(ti)(ti)整理合(he)并為(wei)64個(ge)正(zheng)式提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an);(二)對(dui)一些不(bu)(bu)(bu)(bu)符合(he)立案(an)(an)(an)(an)(an)(an)要(yao)求(qiu)但有(you)(you)參考價值的(de)(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)委(wei)員(yuan)會將41個(ge)議(yi)題(ti)(ti)匯總(zong)整理為(wei)31個(ge)意見和建議(yi),匯總(zong)后轉送有(you)(you)關(guan)(guan)(guan)職(zhi)能部門(men)(men),逐條向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)人(ren)(ren)回復;(三(san))對(dui)屬于(yu)個(ge)人(ren)(ren)問(wen)題(ti)(ti)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)、或提(ti)(ti)(ti)出的(de)(de)(de)(de)(de)(de)問(wen)題(ti)(ti)正(zheng)確,但已經解(jie)決的(de)(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),以(yi)及一時沒有(you)(you)條件解(jie)決的(de)(de)(de)(de)(de)(de),可(ke)向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)人(ren)(ren)做(zuo)出解(jie)釋(shi)的(de)(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),則不(bu)(bu)(bu)(bu)予立案(an)(an)(an)(an)(an)(an)。(四)5個(ge)不(bu)(bu)(bu)(bu)立案(an)(an)(an)(an)(an)(an)議(yi)題(ti)(ti):第(di)一,關(guan)(guan)(guan)于(yu)為(wei)來深探望子女的(de)(de)(de)(de)(de)(de)父母提(ti)(ti)(ti)供臨時住所的(de)(de)(de)(de)(de)(de)建議(yi)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)(an)(an)(an)原因:學校西麗湖校區(qu)設有(you)(you)招待所,可(ke)以(yi)滿足需求(qiu);第(di)二,關(guan)(guan)(guan)于(yu)建議(yi)學校為(wei)各二級學院(yuan)單位配備急救(jiu)箱的(de)(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)(an)(an)(an)原因:急救(jiu)工(gong)作(zuo)(zuo)涉(she)及面廣,針對(dui)性強,需要(yao)有(you)(you)資質的(de)(de)(de)(de)(de)(de)醫(yi)護人(ren)(ren)員(yuan)正(zheng)確規范操作(zuo)(zuo),建議(yi)將突發情況及時報(bao)告醫(yi)務室(shi)或校外醫(yi)療(liao)機構處置(zhi);第(di)三(san),關(guan)(guan)(guan)于(yu)清理辦公室(shi)毀壞桌椅的(de)(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)(an)(an)(an)原因:無明(ming)確地點(dian);第(di)四,關(guan)(guan)(guan)于(yu)修剪學校內(nei)路邊(bian)的(de)(de)(de)(de)(de)(de)樹枝的(de)(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)(an)(an)(an)原因:屬于(yu)明(ming)喆物業綠化(hua)管理日常工(gong)作(zuo)(zuo);第(di)五,關(guan)(guan)(guan)于(yu)校門(men)(men)增加校區(qu)標識,設計考慮建筑風水的(de)(de)(de)(de)(de)(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)(an)(an)(an)原因:不(bu)(bu)(bu)(bu)符合(he)一事一議(yi)原則,其中一事提(ti)(ti)(ti)法亦(yi)不(bu)(bu)(bu)(bu)妥當(dang)。

  二、提案受理情況

  在(zai)落實提(ti)案辦理的過(guo)程中,學(xue)校工(gong)會多(duo)次召開提(ti)案工(gong)作(zuo)委(wei)員會會議,及時(shi)與有關的職(zhi)能部門進行(xing)溝通,完成提(ti)案處理落實工(gong)作(zuo)。

  64件提案涉及到教學、科研、學生(sheng)、人事(shi)、行(xing)政教輔、生(sheng)活服務及其它等7個(ge)方面。其中(zhong)“(一)制作(zuo)佩戴校(xiao)徽;(二)開設“書院(yuan)論(lun)壇”;(三)推(tui)進(jin)解決教職工集(ji)資款(kuan);(四)進(jin)一步完善校(xiao)園(yuan)無線網絡覆蓋;(五(wu))新(xin)增校(xiao)區電瓶車、方便師(shi)生(sheng)員(yuan)工出(chu)行(xing)”等5件提案確定(ding)為(wei)2013年度學校(xiao)為(wei)教職工辦理的(de)實事(shi)。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案委員(yuan)會(hui)是雙(shuang)代會(hui)提(ti)案落實的(de)(de)最(zui)基本的(de)(de)工(gong)作組織。本著“提(ti)醒(xing)重視,溝通交流,推動進程(cheng)”的(de)(de)工(gong)作原則,對(dui)與多部門(men)相關的(de)(de)提(ti)案,注重組織協調;對(dui)常規提(ti)案,逐一跟蹤檢查。一年(nian)來,在校分管領導(dao)的(de)(de)指導(dao)、各部門(men)支持、以及全體委員(yuan)和校工(gong)會(hui)共(gong)同努力下(xia),較好地履行了職責,順利地完(wan)成(cheng)了工(gong)作任務。

  1.做好(hao)提案(an)(an)宣傳工作,使廣(guang)大教職工和雙代(dai)(dai)會代(dai)(dai)表加(jia)深對提案(an)(an)價值的(de)認識(shi):即(ji)提案(an)(an)是雙代(dai)(dai)會廣(guang)泛聯系群眾(zhong)、集中群眾(zhong)智慧(hui)、吸引教職工參與學校民(min)主(zhu)管理和民(min)主(zhu)監督的(de)一個(ge)重(zhong)要途徑。

  2.保證(zheng)提(ti)案調研時間。嚴格執行(xing)雙代會相關(guan)規定,督(du)促(cu)代表(biao)樹(shu)立群眾意(yi)識,平時注(zhu)意(yi)群眾反(fan)映(ying)(ying),為提(ti)案準備(bei)信息資源,及時反(fan)映(ying)(ying)教(jiao)職工的(de)意(yi)見和(he)建(jian)議。

  3.準確把(ba)握提(ti)案(an)的(de)立案(an)。凡是按要求提(ti)交的(de)提(ti)案(an)表,原則上都(dou)予以立案(an)。對于沒有立案(an)的(de)提(ti)案(an),即(ji)使是個案(an)或建議,本著實事求是的(de)態度認真對待(dai)和處(chu)理。

  4.不斷(duan)提高提案辦理(li)的(de)(de)質量。一(yi)是(shi)規范提案辦理(li)的(de)(de)程序;二(er)是(shi)加大督辦的(de)(de)力度(du),跟蹤落(luo)實,確保能解(jie)決(jue)的(de)(de)問(wen)題及時解(jie)決(jue)。一(yi)些因客(ke)觀原(yuan)因一(yi)時做不到的(de)(de),則做好解(jie)釋工作(zuo),真正(zheng)做到案案有(you)回音,件件有(you)交待。

  5.推動承辦(ban)單位(wei)實施“一把手(shou)”工程,確保(bao)交出滿(man)意(yi)“答(da)卷”。在提案(an)辦(ban)理過(guo)程中(zhong),絕大多(duo)數承辦(ban)單位(wei)一把手(shou)親自(zi)負(fu)(fu)責(ze),親自(zi)過(guo)問,從嚴(yan)要求、從快辦(ban)理,表現出對學校事業(ye)高(gao)度負(fu)(fu)責(ze)的態度。人事處承辦(ban)提案(an)14件、意(yi)見和(he)建(jian)(jian)議5個;后(hou)勤基建(jian)(jian)處承辦(ban)提案(an)11件、意(yi)見和(he)建(jian)(jian)議12個。此類提案(an)大多(duo)是民生話題,直接關(guan)系(xi)到(dao)師生員(yuan)(yuan)工的切(qie)身(shen)利益。在接到(dao)提案(an)后(hou),兩個部門負(fu)(fu)責(ze)人分(fen)別(bie)帶(dai)領(ling)有關(guan)人員(yuan)(yuan),認真分(fen)析原因,限時辦(ban)理,并加強與提案(an)人溝通(tong),爭取(qu)提案(an)人的理解和(he)支持。

  至2013年底,在(zai)各(ge)承(cheng)辦部門(men)的(de)大(da)力(li)支持和配合(he)下,已全部答(da)復提案(an)人。承(cheng)諾為(wei)教職(zhi)員工(gong)辦的(de)年度5件實事中,書(shu)院論壇(tan)開始運作;電瓶(ping)車新增了3輛;校徽(hui)在(zai)進一步(bu)(bu)的(de)改(gai)進;校園(yuan)無線網絡在(zai)進一步(bu)(bu)的(de)完善(shan);教職(zhi)工(gong)集資(zi)款這一歷史遺留問題正在(zai)處理(li)中,學(xue)校一如既往積極與上海思博(bo)職(zhi)業技術學(xue)院聯(lian)系,責成校內有關公司按公司法(fa)合(he)法(fa)、合(he)理(li)、合(he)情地(di)予以解決。3月(yue)20日(ri),上海思博(bo)職(zhi)業技術學(xue)院黨政主要領導帶(dai)隊來校尋求解決途徑。我們將繼續(xu)跟(gen)蹤推進,確(que)保教職(zhi)工(gong)的(de)合(he)法(fa)權(quan)益。

  綜上所述,上次會議64件(jian)提(ti)案中,不宜采用和(he)難(nan)以落(luo)實的共(gong)10項(xiang),占15.6%;其余54件(jian),已經落(luo)實和(he)正(zheng)在(zai)落(luo)實的48件(jian),占75.0%;還有正(zheng)在(zai)論證,經過(guo)努力可以完成的6件(jian),占9.4%。

  提案(an)(an)委員會向提案(an)(an)人發出(chu)《提案(an)(an)反饋意(yi)(yi)(yi)(yi)見評(ping)價(jia)(jia)表》,對職(zhi)能(neng)部門(men)承辦的64個提案(an)(an)給出(chu)“滿(man)(man)意(yi)(yi)(yi)(yi)”、“不滿(man)(man)意(yi)(yi)(yi)(yi)”、“無所(suo)謂”的評(ping)價(jia)(jia)意(yi)(yi)(yi)(yi)見。統(tong)計結果為(wei)(wei):2個提案(an)(an)被評(ping)“無所(suo)謂”,5個提案(an)(an)被評(ping)“不滿(man)(man)意(yi)(yi)(yi)(yi)”,57個提案(an)(an)都被評(ping)為(wei)(wei)“滿(man)(man)意(yi)(yi)(yi)(yi)”,提案(an)(an)反饋意(yi)(yi)(yi)(yi)見的滿(man)(man)意(yi)(yi)(yi)(yi)度為(wei)(wei)89.1%。

  五、存在問題和今后的打算

  提案工作與過去(qu)相比有進步,但仍然存(cun)在一些問題和(he)不足。

  1.個別(bie)提案承辦(ban)部門(men)對(dui)所辦(ban)理的提案重視程(cheng)度不夠,辦(ban)理過程(cheng)拖拉,辦(ban)理質(zhi)量不高。

  2.雙(shuang)代(dai)(dai)會代(dai)(dai)表提(ti)案工作水平(ping)有待(dai)提(ti)高,特別(bie)是提(ti)案撰寫(xie)比較集中民生福利,而對(dui)學校(xiao)發展(zhan)大局關注度(du)不夠。

  針對(dui)存在(zai)的問(wen)題,我們提(ti)(ti)(ti)(ti)出改進(jin)工(gong)作的措施(shi):(1)加強與提(ti)(ti)(ti)(ti)案(an)(an)承(cheng)辦部門溝(gou)通,提(ti)(ti)(ti)(ti)升他們對(dui)提(ti)(ti)(ti)(ti)案(an)(an)落實(shi)工(gong)作重要(yao)性的認識;(2)在(zai)可能的條(tiao)件下,對(dui)雙代會代表(biao)進(jin)行提(ti)(ti)(ti)(ti)案(an)(an)方面的培訓學習,提(ti)(ti)(ti)(ti)高提(ti)(ti)(ti)(ti)案(an)(an)工(gong)作水平(ping)。

  六、總結表彰

  經工會(hui)委員會(hui)評(ping)選(xuan),2013年度4個(ge)(ge)“優秀提案(an)”和(he)2個(ge)(ge)“提案(an)承(cheng)辦先進單位”分別是:

  第一,鄭永森、張臻、蘇(su)文代(dai)(dai)表提出(chu)的(de)“開設‘書院講壇’,推進書院制改(gai)革和文化育人(ren)工作”;第二,麻(ma)小(xiao)紅(hong)、魯林華、施蓓(bei)、朱方來、鮑薇薇、邱(qiu)浩、肖景(jing)文、王群、張雷代(dai)(dai)表提出(chu)的(de)“公布學校(xiao)教師集資款運(yun)營狀態”;第三,郭剛(gang)、吳(wu)鋒、余菲、李放、尹向東、陳(chen)燕(yan)代(dai)(dai)表提出(chu)的(de)“將無線網絡覆蓋整個校(xiao)區(qu)”;第四,袁述義、楊燕(yan)云、文小(xiao)龍(long)代(dai)(dai)表提出(chu)的(de)“制作佩戴校(xiao)徽(hui)”。

  2013年度2個“提案承辦先(xian)進(jin)單位”分別是人事處(chu)、后(hou)勤基建處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)校(xiao)《教(jiao)職工代表大會(hui)工作細則(ze)》和工會(hui)的(de)(de)有關規定,校(xiao)工會(hui)于(yu)今年3月初向(xiang)學(xue)校(xiao)提交了(le)“關于(yu)召(zhao)開第(di)五(wu)屆教(jiao)代會(hui)暨第(di)六屆工代會(hui)第(di)二(er)次會(hui)議(yi)的(de)(de)請示”,并于(yu)3月14日得到校(xiao)黨委批復(fu),啟動大會(hui)的(de)(de)籌備(bei)程序,給(gei)各(ge)分工會(hui)發出了(le)向(xiang)代表征集提案(an)的(de)(de)通(tong)知(zhi)。代表們(men)圍(wei)繞(rao)學(xue)校(xiao)發展(zhan)、人事制度改(gai)革以及教(jiao)職工所關心(xin)的(de)(de)問題,認真思考(kao),深入調研(yan),廣泛(fan)聽取意見,負責(ze)任地提交每一個提案(an)。

  截至3月25日,本(ben)次(ci)雙代會共收到(dao)99份(fen)提案表(biao)(見(jian)附件2)。分為教(jiao)學、科(ke)研、學生、人事(shi)、行政(zheng)教(jiao)輔、生活(huo)服務及其它等方面。會后,提案工(gong)作委員會將(jiang)本(ben)著務實革新精神,對代表(biao)們提出的(de)提案進行歸類整理,認真討論研究(jiu)是否(fou)立(li)案,同時送校領(ling)導(dao)批示,提交相關職(zhi)能(neng)部門落實辦理。
