第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會第一次會議(yi)(yi)(yi),共(gong)收(shou)到(dao)提案(an)表126份,經(jing)提案(an)委員會專題(ti)會議(yi)(yi)(yi)審(shen)議(yi)(yi)(yi)后,歸類整理出64件提案(an)、31個(ge)意見和(he)建議(yi)(yi)(yi)、5個(ge)不立案(an)議(yi)(yi)(yi)題(ti)。

  具體情況如下:(一(yi))對(dui)符合黨(dang)和(he)國家政策法(fa)規,學(xue)(xue)校(xiao)有(you)條件辦(ban)理(li)(li),又確實(shi)需(xu)(xu)要辦(ban)理(li)(li)的(de)(de)提(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)委(wei)(wei)員(yuan)(yuan)(yuan)會將80個(ge)(ge)議(yi)(yi)題(ti)整理(li)(li)合并為64個(ge)(ge)正式(shi)提(ti)(ti)(ti)案(an)(an)(an);(二)對(dui)一(yi)些(xie)不(bu)符合立(li)(li)(li)案(an)(an)(an)要求(qiu)但(dan)有(you)參(can)考(kao)價值的(de)(de)提(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)委(wei)(wei)員(yuan)(yuan)(yuan)會將41個(ge)(ge)議(yi)(yi)題(ti)匯(hui)總(zong)整理(li)(li)為31個(ge)(ge)意見(jian)和(he)建(jian)議(yi)(yi),匯(hui)總(zong)后轉(zhuan)送有(you)關(guan)(guan)職能部門,逐條向(xiang)提(ti)(ti)(ti)案(an)(an)(an)人(ren)回復;(三)對(dui)屬于(yu)個(ge)(ge)人(ren)問(wen)題(ti)提(ti)(ti)(ti)案(an)(an)(an)、或提(ti)(ti)(ti)出的(de)(de)問(wen)題(ti)正確,但(dan)已經(jing)解決的(de)(de)提(ti)(ti)(ti)案(an)(an)(an),以及(ji)一(yi)時沒有(you)條件解決的(de)(de),可向(xiang)提(ti)(ti)(ti)案(an)(an)(an)人(ren)做出解釋的(de)(de)提(ti)(ti)(ti)案(an)(an)(an),則(ze)不(bu)予立(li)(li)(li)案(an)(an)(an)。(四(si)(si))5個(ge)(ge)不(bu)立(li)(li)(li)案(an)(an)(an)議(yi)(yi)題(ti):第一(yi),關(guan)(guan)于(yu)為來深探望子女的(de)(de)父母提(ti)(ti)(ti)供臨(lin)時住(zhu)所的(de)(de)建(jian)議(yi)(yi)。不(bu)立(li)(li)(li)案(an)(an)(an)原(yuan)(yuan)因:學(xue)(xue)校(xiao)西麗(li)湖(hu)校(xiao)區設有(you)招待所,可以滿(man)足需(xu)(xu)求(qiu);第二,關(guan)(guan)于(yu)建(jian)議(yi)(yi)學(xue)(xue)校(xiao)為各二級學(xue)(xue)院(yuan)單位配備(bei)急救箱(xiang)的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)原(yuan)(yuan)因:急救工(gong)作(zuo)涉(she)及(ji)面廣,針對(dui)性強,需(xu)(xu)要有(you)資質的(de)(de)醫(yi)護(hu)人(ren)員(yuan)(yuan)(yuan)正確規范(fan)操(cao)作(zuo),建(jian)議(yi)(yi)將突發情況及(ji)時報(bao)告(gao)醫(yi)務室(shi)(shi)或校(xiao)外醫(yi)療(liao)機構處置(zhi);第三,關(guan)(guan)于(yu)清(qing)理(li)(li)辦(ban)公(gong)室(shi)(shi)毀壞(huai)桌椅的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)原(yuan)(yuan)因:無明(ming)確地點;第四(si)(si),關(guan)(guan)于(yu)修剪學(xue)(xue)校(xiao)內路邊的(de)(de)樹枝的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)原(yuan)(yuan)因:屬于(yu)明(ming)喆物業綠化管理(li)(li)日常工(gong)作(zuo);第五(wu),關(guan)(guan)于(yu)校(xiao)門增加校(xiao)區標識,設計考(kao)慮(lv)建(jian)筑風水的(de)(de)提(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)原(yuan)(yuan)因:不(bu)符合一(yi)事一(yi)議(yi)(yi)原(yuan)(yuan)則(ze),其中一(yi)事提(ti)(ti)(ti)法(fa)亦不(bu)妥當。

  二、提案受理情況

  在落(luo)實提案辦(ban)理的(de)過(guo)程中,學校工會(hui)多(duo)次召開提案工作(zuo)委員會(hui)會(hui)議(yi),及時與有關的(de)職能部(bu)門(men)進行溝通,完成提案處理落(luo)實工作(zuo)。

  64件(jian)提(ti)案涉(she)及到(dao)教(jiao)學、科研、學生、人事、行政教(jiao)輔、生活(huo)服務及其它(ta)等(deng)7個方(fang)面。其中“(一)制作佩戴校(xiao)徽;(二)開(kai)設“書院論壇”;(三)推進(jin)解決(jue)教(jiao)職工集資款;(四(si))進(jin)一步(bu)完善校(xiao)園無線(xian)網絡覆蓋;(五)新增(zeng)校(xiao)區電瓶車、方(fang)便師生員工出行”等(deng)5件(jian)提(ti)案確定為(wei)2013年度學校(xiao)為(wei)教(jiao)職工辦理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案(an)委(wei)員會(hui)是雙代(dai)會(hui)提(ti)案(an)落實的最基本的工(gong)(gong)(gong)作(zuo)組(zu)織。本著(zhu)“提(ti)醒(xing)重視,溝(gou)通交流,推動進程”的工(gong)(gong)(gong)作(zuo)原(yuan)則,對與多部(bu)門(men)相關的提(ti)案(an),注(zhu)重組(zu)織協調;對常規(gui)提(ti)案(an),逐一(yi)跟蹤檢查。一(yi)年來,在校分管領導的指(zhi)導、各部(bu)門(men)支持、以及全體(ti)委(wei)員和校工(gong)(gong)(gong)會(hui)共同努力下,較好地履行了職責(ze),順(shun)利地完(wan)成了工(gong)(gong)(gong)作(zuo)任務。

  1.做(zuo)好(hao)提(ti)案宣傳工作,使廣(guang)大(da)教職(zhi)工和雙代會代表(biao)加深對提(ti)案價值(zhi)的認(ren)識:即提(ti)案是雙代會廣(guang)泛聯(lian)系群眾(zhong)、集(ji)中(zhong)群眾(zhong)智慧、吸引教職(zhi)工參(can)與學校民(min)主管(guan)理和民(min)主監督的一個重要途徑。

  2.保證提(ti)案調研時(shi)間。嚴格執行(xing)雙代(dai)會相關規定,督(du)促代(dai)表樹(shu)立群(qun)眾(zhong)意識,平時(shi)注(zhu)意群(qun)眾(zhong)反(fan)映,為提(ti)案準備信息資源,及時(shi)反(fan)映教職工的意見和(he)建(jian)議。

  3.準確把握提(ti)案(an)的立案(an)。凡(fan)是(shi)按要(yao)求(qiu)(qiu)提(ti)交的提(ti)案(an)表,原則上都予以立案(an)。對(dui)于沒(mei)有立案(an)的提(ti)案(an),即使是(shi)個(ge)案(an)或(huo)建議(yi),本著(zhu)實事求(qiu)(qiu)是(shi)的態度認真對(dui)待和(he)處(chu)理。

  4.不斷提高提案(an)(an)辦理的(de)質量。一是規范提案(an)(an)辦理的(de)程序;二是加大督辦的(de)力度,跟蹤落實(shi),確保能(neng)解(jie)決的(de)問題及(ji)時解(jie)決。一些因客觀原因一時做(zuo)不到的(de),則做(zuo)好解(jie)釋工作,真正做(zuo)到案(an)(an)案(an)(an)有回(hui)音(yin),件(jian)件(jian)有交待。

  5.推動承(cheng)辦(ban)(ban)單(dan)位(wei)實(shi)施“一把手”工程,確保交(jiao)出(chu)滿意(yi)“答卷(juan)”。在(zai)(zai)提(ti)案(an)辦(ban)(ban)理(li)(li)(li)過(guo)程中,絕(jue)大多(duo)數承(cheng)辦(ban)(ban)單(dan)位(wei)一把手親(qin)自負責(ze),親(qin)自過(guo)問(wen),從嚴(yan)要求、從快辦(ban)(ban)理(li)(li)(li),表現出(chu)對學校事(shi)業高度(du)負責(ze)的態度(du)。人(ren)(ren)事(shi)處承(cheng)辦(ban)(ban)提(ti)案(an)14件、意(yi)見(jian)和(he)(he)(he)建議(yi)5個;后(hou)勤基建處承(cheng)辦(ban)(ban)提(ti)案(an)11件、意(yi)見(jian)和(he)(he)(he)建議(yi)12個。此類提(ti)案(an)大多(duo)是(shi)民生話題(ti),直(zhi)接關系到師(shi)生員(yuan)(yuan)工的切身利益(yi)。在(zai)(zai)接到提(ti)案(an)后(hou),兩個部門負責(ze)人(ren)(ren)分(fen)(fen)別(bie)帶領(ling)有關人(ren)(ren)員(yuan)(yuan),認真分(fen)(fen)析原因,限時辦(ban)(ban)理(li)(li)(li),并加強(qiang)與(yu)提(ti)案(an)人(ren)(ren)溝(gou)通,爭(zheng)取提(ti)案(an)人(ren)(ren)的理(li)(li)(li)解和(he)(he)(he)支(zhi)持(chi)。

  至(zhi)2013年底,在(zai)各(ge)承(cheng)(cheng)辦部門的大(da)力(li)支(zhi)持(chi)和(he)配合(he)下,已全部答復(fu)提案人(ren)。承(cheng)(cheng)諾(nuo)為教職員工辦的年度(du)5件(jian)實事中,書(shu)院(yuan)論壇開(kai)始運作;電瓶車新增了3輛;校(xiao)(xiao)徽(hui)在(zai)進(jin)(jin)一(yi)(yi)步的改進(jin)(jin);校(xiao)(xiao)園無線(xian)網絡在(zai)進(jin)(jin)一(yi)(yi)步的完(wan)善;教職工集資(zi)款這一(yi)(yi)歷史遺留(liu)問題正在(zai)處理中,學(xue)校(xiao)(xiao)一(yi)(yi)如既(ji)往積極與上海思博職業技術學(xue)院(yuan)聯系(xi),責成校(xiao)(xiao)內(nei)有關公司按(an)公司法(fa)(fa)合(he)法(fa)(fa)、合(he)理、合(he)情(qing)地予以解(jie)決(jue)。3月20日(ri),上海思博職業技術學(xue)院(yuan)黨政主要領導帶(dai)隊來(lai)校(xiao)(xiao)尋(xun)求(qiu)解(jie)決(jue)途(tu)徑。我們將繼(ji)續跟(gen)蹤推進(jin)(jin),確保教職工的合(he)法(fa)(fa)權益。

  綜上(shang)所述,上(shang)次會(hui)議64件提案中,不宜采用(yong)和難以(yi)(yi)落實(shi)(shi)的(de)共10項,占(zhan)15.6%;其(qi)余54件,已經(jing)落實(shi)(shi)和正在(zai)落實(shi)(shi)的(de)48件,占(zhan)75.0%;還(huan)有正在(zai)論(lun)證,經(jing)過(guo)努力可以(yi)(yi)完成的(de)6件,占(zhan)9.4%。

  提(ti)(ti)(ti)案委員會向(xiang)提(ti)(ti)(ti)案人發出(chu)《提(ti)(ti)(ti)案反(fan)饋意(yi)(yi)(yi)(yi)(yi)見(jian)評(ping)(ping)價表》,對職能部(bu)門承辦的(de)64個提(ti)(ti)(ti)案給(gei)出(chu)“滿(man)意(yi)(yi)(yi)(yi)(yi)”、“不滿(man)意(yi)(yi)(yi)(yi)(yi)”、“無(wu)所(suo)謂”的(de)評(ping)(ping)價意(yi)(yi)(yi)(yi)(yi)見(jian)。統計結果為(wei)(wei):2個提(ti)(ti)(ti)案被評(ping)(ping)“無(wu)所(suo)謂”,5個提(ti)(ti)(ti)案被評(ping)(ping)“不滿(man)意(yi)(yi)(yi)(yi)(yi)”,57個提(ti)(ti)(ti)案都被評(ping)(ping)為(wei)(wei)“滿(man)意(yi)(yi)(yi)(yi)(yi)”,提(ti)(ti)(ti)案反(fan)饋意(yi)(yi)(yi)(yi)(yi)見(jian)的(de)滿(man)意(yi)(yi)(yi)(yi)(yi)度為(wei)(wei)89.1%。

  五、存在問題和今后的打算

  提案工作(zuo)與過(guo)去相比有進(jin)步,但仍然存在一些問題和不足(zu)。

  1.個(ge)別提案承辦(ban)部門對所辦(ban)理(li)(li)的提案重視程度不夠,辦(ban)理(li)(li)過程拖拉,辦(ban)理(li)(li)質(zhi)量不高。

  2.雙(shuang)代(dai)會代(dai)表提案工作水(shui)平(ping)有待提高,特別是提案撰寫(xie)比較(jiao)集中民(min)生(sheng)福(fu)利,而對學校發展大局(ju)關(guan)注度不夠(gou)。

  針對存在(zai)(zai)的(de)問題,我(wo)們提(ti)(ti)出改進(jin)工作(zuo)的(de)措施:(1)加(jia)強與(yu)提(ti)(ti)案(an)承辦部門(men)溝(gou)通,提(ti)(ti)升他們對提(ti)(ti)案(an)落實工作(zuo)重要性的(de)認識;(2)在(zai)(zai)可能的(de)條(tiao)件下(xia),對雙代(dai)(dai)會(hui)代(dai)(dai)表(biao)進(jin)行提(ti)(ti)案(an)方面的(de)培(pei)訓(xun)學(xue)習(xi),提(ti)(ti)高提(ti)(ti)案(an)工作(zuo)水平。

  六、總結表彰

  經工會委員會評選(xuan),2013年度4個(ge)“優秀提案”和2個(ge)“提案承辦(ban)先進單位”分別是:

  第(di)一(yi),鄭(zheng)永森、張臻、蘇文(wen)代表(biao)(biao)提(ti)(ti)(ti)出(chu)的(de)“開設‘書(shu)院講(jiang)壇’,推進書(shu)院制改革和文(wen)化育人工作”;第(di)二(er),麻小紅、魯林華、施(shi)蓓、朱(zhu)方來、鮑薇(wei)薇(wei)、邱浩(hao)、肖景文(wen)、王群、張雷代表(biao)(biao)提(ti)(ti)(ti)出(chu)的(de)“公布學校(xiao)教師集資款運營狀態”;第(di)三,郭剛、吳鋒、余菲、李放(fang)、尹向(xiang)東(dong)、陳(chen)燕(yan)代表(biao)(biao)提(ti)(ti)(ti)出(chu)的(de)“將無線網絡(luo)覆蓋整個校(xiao)區”;第(di)四(si),袁述義、楊燕(yan)云、文(wen)小龍代表(biao)(biao)提(ti)(ti)(ti)出(chu)的(de)“制作佩(pei)戴校(xiao)徽”。

  2013年度2個“提案承辦先進(jin)單位”分別是(shi)人事(shi)處、后勤基建(jian)處。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)校(xiao)《教(jiao)職(zhi)工(gong)代(dai)表大(da)會(hui)工(gong)作細(xi)則》和工(gong)會(hui)的有關(guan)規(gui)定(ding),校(xiao)工(gong)會(hui)于(yu)今年3月(yue)初向(xiang)學(xue)校(xiao)提(ti)交了“關(guan)于(yu)召開第五(wu)屆(jie)教(jiao)代(dai)會(hui)暨(ji)第六(liu)屆(jie)工(gong)代(dai)會(hui)第二次會(hui)議的請示”,并于(yu)3月(yue)14日得到校(xiao)黨委批(pi)復,啟動(dong)大(da)會(hui)的籌備程序,給各(ge)分(fen)工(gong)會(hui)發(fa)出了向(xiang)代(dai)表征集提(ti)案(an)的通知。代(dai)表們(men)圍(wei)繞學(xue)校(xiao)發(fa)展、人事制度(du)改革以及(ji)教(jiao)職(zhi)工(gong)所關(guan)心的問題,認真思(si)考,深(shen)入(ru)調研,廣泛聽(ting)取意見,負責任地提(ti)交每一個提(ti)案(an)。

  截至3月25日,本次雙代會共收(shou)到(dao)99份提案(an)表(biao)(見附件2)。分為教學(xue)、科研、學(xue)生、人事(shi)、行政(zheng)教輔(fu)、生活服務及其它等方面。會后,提案(an)工(gong)作委員會將本著務實革新精(jing)神,對代表(biao)們提出的提案(an)進行歸類整理(li),認真討(tao)論研究是否立案(an),同時送(song)校領導(dao)批示(shi),提交相關職能部門(men)落實辦理(li)。
