第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會(hui)第一(yi)次會(hui)議(yi),共收到提(ti)案(an)表126份,經提(ti)案(an)委員會(hui)專題會(hui)議(yi)審議(yi)后,歸類(lei)整理出64件提(ti)案(an)、31個(ge)意見和建議(yi)、5個(ge)不(bu)立(li)案(an)議(yi)題。
具(ju)體情況如下:(一(yi)(yi)(yi))對符(fu)合(he)黨和國家政策法規,學(xue)校(xiao)(xiao)(xiao)(xiao)有條件辦(ban)理(li),又確實需要辦(ban)理(li)的(de)(de)(de)提(ti)案(an)(an)(an)(an)(an),提(ti)案(an)(an)(an)(an)(an)委(wei)員會將(jiang)80個(ge)議(yi)題(ti)(ti)整理(li)合(he)并為64個(ge)正式提(ti)案(an)(an)(an)(an)(an);(二(er)(er))對一(yi)(yi)(yi)些(xie)不(bu)(bu)(bu)符(fu)合(he)立(li)(li)(li)案(an)(an)(an)(an)(an)要求但(dan)有參考價值的(de)(de)(de)提(ti)案(an)(an)(an)(an)(an),提(ti)案(an)(an)(an)(an)(an)委(wei)員會將(jiang)41個(ge)議(yi)題(ti)(ti)匯總(zong)整理(li)為31個(ge)意見和建(jian)議(yi),匯總(zong)后轉送有關(guan)職能(neng)部門,逐條向(xiang)提(ti)案(an)(an)(an)(an)(an)人回復;(三)對屬于(yu)(yu)個(ge)人問題(ti)(ti)提(ti)案(an)(an)(an)(an)(an)、或(huo)提(ti)出(chu)的(de)(de)(de)問題(ti)(ti)正確,但(dan)已經解(jie)決(jue)的(de)(de)(de)提(ti)案(an)(an)(an)(an)(an),以(yi)及一(yi)(yi)(yi)時沒(mei)有條件解(jie)決(jue)的(de)(de)(de),可向(xiang)提(ti)案(an)(an)(an)(an)(an)人做(zuo)出(chu)解(jie)釋的(de)(de)(de)提(ti)案(an)(an)(an)(an)(an),則不(bu)(bu)(bu)予立(li)(li)(li)案(an)(an)(an)(an)(an)。(四(si))5個(ge)不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)議(yi)題(ti)(ti):第(di)(di)一(yi)(yi)(yi),關(guan)于(yu)(yu)為來深探望子女的(de)(de)(de)父母提(ti)供(gong)臨時住所的(de)(de)(de)建(jian)議(yi)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)原(yuan)因:學(xue)校(xiao)(xiao)(xiao)(xiao)西麗湖(hu)校(xiao)(xiao)(xiao)(xiao)區(qu)設有招待所,可以(yi)滿足需求;第(di)(di)二(er)(er),關(guan)于(yu)(yu)建(jian)議(yi)學(xue)校(xiao)(xiao)(xiao)(xiao)為各二(er)(er)級學(xue)院單位配備急(ji)(ji)救箱(xiang)的(de)(de)(de)提(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)原(yuan)因:急(ji)(ji)救工作涉及面廣(guang),針對性強,需要有資質的(de)(de)(de)醫(yi)護人員正確規范操作,建(jian)議(yi)將(jiang)突發情況及時報告醫(yi)務室(shi)(shi)或(huo)校(xiao)(xiao)(xiao)(xiao)外醫(yi)療機構處置(zhi);第(di)(di)三,關(guan)于(yu)(yu)清理(li)辦(ban)公(gong)室(shi)(shi)毀壞桌椅的(de)(de)(de)提(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)原(yuan)因:無(wu)明(ming)確地點(dian);第(di)(di)四(si),關(guan)于(yu)(yu)修剪(jian)學(xue)校(xiao)(xiao)(xiao)(xiao)內路邊(bian)的(de)(de)(de)樹(shu)枝的(de)(de)(de)提(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)原(yuan)因:屬于(yu)(yu)明(ming)喆物業(ye)綠化管理(li)日(ri)常(chang)工作;第(di)(di)五,關(guan)于(yu)(yu)校(xiao)(xiao)(xiao)(xiao)門增加校(xiao)(xiao)(xiao)(xiao)區(qu)標識,設計(ji)考慮(lv)建(jian)筑風水的(de)(de)(de)提(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)原(yuan)因:不(bu)(bu)(bu)符(fu)合(he)一(yi)(yi)(yi)事一(yi)(yi)(yi)議(yi)原(yuan)則,其中一(yi)(yi)(yi)事提(ti)法亦不(bu)(bu)(bu)妥當。

二、提案受理情況
在落(luo)實(shi)提案(an)(an)辦理的過程中,學校工(gong)會多次召(zhao)開提案(an)(an)工(gong)作(zuo)委員會會議,及時與有(you)關的職能部門(men)進行溝通,完(wan)成提案(an)(an)處理落(luo)實(shi)工(gong)作(zuo)。
64件(jian)提案涉及(ji)到(dao)教(jiao)(jiao)學、科研(yan)、學生、人(ren)事、行政教(jiao)(jiao)輔、生活服務(wu)及(ji)其(qi)(qi)它等(deng)7個(ge)方面。其(qi)(qi)中“(一)制作佩戴校徽;(二)開設“書院論壇(tan)”;(三)推進解決教(jiao)(jiao)職工(gong)集(ji)資款;(四)進一步完(wan)善校園無線網絡覆蓋;(五(wu))新(xin)增校區電瓶車、方便師生員工(gong)出行”等(deng)5件(jian)提案確定為2013年度學校為教(jiao)(jiao)職工(gong)辦(ban)理的實事。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提(ti)案委(wei)員會是雙代會提(ti)案落實的(de)(de)最(zui)基本(ben)的(de)(de)工作組織。本(ben)著“提(ti)醒(xing)重(zhong)視,溝通交流,推動進(jin)程(cheng)”的(de)(de)工作原則,對與多部(bu)(bu)門相關(guan)的(de)(de)提(ti)案,注重(zhong)組織協(xie)調(diao);對常規提(ti)案,逐一跟蹤(zong)檢(jian)查。一年(nian)來(lai),在校(xiao)分管領導的(de)(de)指導、各部(bu)(bu)門支持、以及(ji)全體委(wei)員和校(xiao)工會共同努力下,較好地(di)履行(xing)了(le)職責(ze),順利地(di)完(wan)成了(le)工作任務(wu)。
1.做好提(ti)案宣(xuan)傳工(gong)作,使(shi)廣大教(jiao)職(zhi)工(gong)和雙代(dai)會代(dai)表加深對(dui)提(ti)案價值的認(ren)識:即提(ti)案是雙代(dai)會廣泛聯系群眾、集中群眾智慧、吸(xi)引教(jiao)職(zhi)工(gong)參與學校民主管理和民主監督的一個重要途徑。
2.保證提(ti)案(an)調研時(shi)間。嚴格執行雙(shuang)代(dai)會相關規(gui)定,督促代(dai)表(biao)樹(shu)立群(qun)眾意識,平(ping)時(shi)注意群(qun)眾反映,為提(ti)案(an)準備信(xin)息資源,及時(shi)反映教職工的意見和建議。
3.準確(que)把(ba)握(wo)提(ti)案的(de)立案。凡是按(an)要求提(ti)交(jiao)的(de)提(ti)案表,原(yuan)則上都予以立案。對于沒有立案的(de)提(ti)案,即使(shi)是個(ge)案或建議,本著(zhu)實事(shi)求是的(de)態(tai)度認真對待和處理。
4.不斷提(ti)高(gao)提(ti)案(an)辦理的(de)質量。一是規范提(ti)案(an)辦理的(de)程(cheng)序;二是加大督(du)辦的(de)力度,跟蹤落實,確保能解(jie)決的(de)問題及時解(jie)決。一些因(yin)客觀(guan)原因(yin)一時做(zuo)不到的(de),則做(zuo)好解(jie)釋(shi)工作,真(zhen)正做(zuo)到案(an)案(an)有回音(yin),件件有交待。
5.推動承(cheng)(cheng)辦(ban)(ban)單位實施“一(yi)把手”工程,確保交出滿意“答卷”。在(zai)提(ti)案辦(ban)(ban)理(li)過程中,絕大多(duo)數承(cheng)(cheng)辦(ban)(ban)單位一(yi)把手親自負責,親自過問,從嚴要求、從快辦(ban)(ban)理(li),表現(xian)出對學校事(shi)業高度負責的(de)態度。人(ren)(ren)(ren)(ren)事(shi)處承(cheng)(cheng)辦(ban)(ban)提(ti)案14件、意見和(he)建議5個(ge);后勤基建處承(cheng)(cheng)辦(ban)(ban)提(ti)案11件、意見和(he)建議12個(ge)。此類提(ti)案大多(duo)是(shi)民生(sheng)話題,直(zhi)接關(guan)系到師生(sheng)員工的(de)切身利益。在(zai)接到提(ti)案后,兩個(ge)部門負責人(ren)(ren)(ren)(ren)分(fen)別(bie)帶(dai)領有關(guan)人(ren)(ren)(ren)(ren)員,認真(zhen)分(fen)析原因,限時辦(ban)(ban)理(li),并加(jia)強與(yu)提(ti)案人(ren)(ren)(ren)(ren)溝通,爭(zheng)取提(ti)案人(ren)(ren)(ren)(ren)的(de)理(li)解和(he)支持。
至2013年底,在各承辦(ban)部門的(de)大力支持和配合(he)下(xia),已(yi)全部答復提(ti)案人(ren)。承諾(nuo)為教職員工辦(ban)的(de)年度5件(jian)實事(shi)中,書院論壇開始運作;電瓶(ping)車新增了(le)3輛(liang);校(xiao)徽(hui)在進一(yi)(yi)(yi)步(bu)的(de)改進;校(xiao)園無(wu)線網絡(luo)在進一(yi)(yi)(yi)步(bu)的(de)完善;教職工集資款(kuan)這一(yi)(yi)(yi)歷史遺(yi)留問題正在處(chu)理(li)中,學校(xiao)一(yi)(yi)(yi)如既往積極與上海思(si)博職業技術(shu)學院聯(lian)系,責成校(xiao)內有關公司(si)按(an)公司(si)法(fa)合(he)法(fa)、合(he)理(li)、合(he)情地予以解決。3月20日,上海思(si)博職業技術(shu)學院黨政主要領導帶隊來校(xiao)尋(xun)求解決途徑(jing)。我們將繼續跟蹤推進,確(que)保教職工的(de)合(he)法(fa)權益。
綜上所述,上次會(hui)議64件提案(an)中,不宜采用和難以落實的(de)(de)共10項,占15.6%;其余54件,已經落實和正在落實的(de)(de)48件,占75.0%;還(huan)有正在論證,經過(guo)努力可以完成的(de)(de)6件,占9.4%。
提(ti)案(an)委員會(hui)向(xiang)提(ti)案(an)人(ren)發出(chu)《提(ti)案(an)反(fan)饋意(yi)(yi)(yi)見評價表(biao)》,對職能部門承(cheng)辦的64個(ge)(ge)提(ti)案(an)給出(chu)“滿(man)(man)(man)意(yi)(yi)(yi)”、“不滿(man)(man)(man)意(yi)(yi)(yi)”、“無(wu)所謂”的評價意(yi)(yi)(yi)見。統(tong)計結(jie)果為(wei):2個(ge)(ge)提(ti)案(an)被(bei)評“無(wu)所謂”,5個(ge)(ge)提(ti)案(an)被(bei)評“不滿(man)(man)(man)意(yi)(yi)(yi)”,57個(ge)(ge)提(ti)案(an)都被(bei)評為(wei)“滿(man)(man)(man)意(yi)(yi)(yi)”,提(ti)案(an)反(fan)饋意(yi)(yi)(yi)見的滿(man)(man)(man)意(yi)(yi)(yi)度為(wei)89.1%。
五、存在問題和今后的打算
提案(an)工作(zuo)與過去相比有(you)進步,但仍然存在(zai)一(yi)些問題和不(bu)足。
1.個別(bie)提案(an)承辦(ban)部門對所辦(ban)理的提案(an)重視程度不(bu)夠,辦(ban)理過(guo)程拖(tuo)拉,辦(ban)理質量不(bu)高。
2.雙代(dai)會代(dai)表提案工作水平有待提高,特(te)別(bie)是提案撰寫比較集中民生福利,而對學校發(fa)展大局關注(zhu)度不夠。
針對(dui)存在(zai)的(de)問(wen)題,我們提(ti)出改進工作(zuo)的(de)措施:(1)加強與提(ti)案(an)(an)承辦部門溝通,提(ti)升他們對(dui)提(ti)案(an)(an)落實工作(zuo)重(zhong)要(yao)性的(de)認識(shi);(2)在(zai)可能的(de)條件下,對(dui)雙代(dai)會代(dai)表(biao)進行提(ti)案(an)(an)方面的(de)培訓學(xue)習,提(ti)高提(ti)案(an)(an)工作(zuo)水(shui)平(ping)。
六、總結表彰
經工會委員(yuan)會評選,2013年度4個“優秀提案(an)”和2個“提案(an)承辦(ban)先(xian)進(jin)單位”分別是(shi):
第(di)一(yi),鄭永森(sen)、張臻、蘇文(wen)(wen)代(dai)表提出的(de)(de)(de)“開設‘書院講壇’,推進(jin)書院制改(gai)革(ge)和文(wen)(wen)化(hua)育人工作(zuo)”;第(di)二,麻小(xiao)紅、魯(lu)林(lin)華、施蓓(bei)、朱方來、鮑薇薇、邱浩(hao)、肖景文(wen)(wen)、王(wang)群、張雷代(dai)表提出的(de)(de)(de)“公布學校教師集資(zi)款運營(ying)狀態”;第(di)三,郭剛、吳鋒(feng)、余菲、李放、尹向東、陳燕代(dai)表提出的(de)(de)(de)“將無(wu)線(xian)網絡覆(fu)蓋整個(ge)校區”;第(di)四,袁述義、楊燕云、文(wen)(wen)小(xiao)龍代(dai)表提出的(de)(de)(de)“制作(zuo)佩戴校徽”。
2013年度2個(ge)“提案承辦先(xian)進(jin)單位(wei)”分(fen)別是(shi)人事(shi)處(chu)、后勤基建(jian)處(chu)。
第二部分:本次雙代會提案和建議情況報告
按照(zhao)學校(xiao)《教職工代(dai)表大(da)會(hui)(hui)工作細則》和工會(hui)(hui)的(de)有關(guan)規定,校(xiao)工會(hui)(hui)于(yu)今年3月初向學校(xiao)提(ti)交(jiao)了“關(guan)于(yu)召開(kai)第(di)五屆(jie)教代(dai)會(hui)(hui)暨第(di)六(liu)屆(jie)工代(dai)會(hui)(hui)第(di)二(er)次(ci)會(hui)(hui)議的(de)請示(shi)”,并于(yu)3月14日得到校(xiao)黨委批復,啟動(dong)大(da)會(hui)(hui)的(de)籌備(bei)程序,給(gei)各分工會(hui)(hui)發出了向代(dai)表征集提(ti)案的(de)通知。代(dai)表們圍繞學校(xiao)發展、人事制度改革以及(ji)教職工所關(guan)心的(de)問題,認真思考(kao),深入調研,廣泛聽(ting)取意見(jian),負責任地提(ti)交(jiao)每(mei)一個(ge)提(ti)案。
截至3月25日,本次雙代(dai)會共收到99份提(ti)(ti)案(an)表(見附件2)。分為教(jiao)學(xue)、科研、學(xue)生、人事、行政教(jiao)輔、生活服務及其它等方面。會后,提(ti)(ti)案(an)工作委員會將本著務實革新精神,對代(dai)表們(men)提(ti)(ti)出的提(ti)(ti)案(an)進行歸類整理(li),認真討論(lun)研究是否立(li)案(an),同時送校領導批示,提(ti)(ti)交相(xiang)關職能部(bu)門落實辦理(li)。
